The Vault Consortium Assemblage (VCA) was first formed in 2212 by a group of vault dwellers who lived and worked together to survive and advance underground following the near destruction of Earth in 2202.

The VCA are composed of people who are dedicated toward the re-establishment of civilization on the surface and the reconstitution of the 12 billion people sent into backup when the fragment struck. They are a technologically advanced people, with modern and advancing science, manufacturing and literature. The years spent underground before their emergence in the early 25th century have weakened them somewhat physically, but their mental abilities more than make up for this deficiency.

The VCA initially concentrated on expanding the vaults to accommodate the personell needed to reestablish the reconstitution and teleportation systems. Additionally, the VCA researched redacted as they waited for the world's weather and radiation levels to diminish to the point at which they could emerge and take their rightful place on the surface. It won't be easy: the Soldati clearly don't enjoy their company. But they have found a trading partner and friend in the Remnants.

The VCA feel privileged and honored to be among those chosen by destiny to have survived the fragment. Their continued existence validates their societal goal of the reestablishment of the ways of Earth before the fragment struck: a technological society where immortal humankind can continue to dominate the planet and shape it as it sees fit.
